Beth Birch

Director of Victim Services at The Abuse Network

As Director of Victim Services for The Abuse Network, Inc., Beth provides oversight for the agency’s direct services to survivors of sexual and domestic violence including compliance with standards.  Beth acts as a liaison between her organization and allied professionals and she has an extensive background in grant writing with her agency where she has been employed for 22 years.  Beth holds a Bachelor of Science degree in Sociology with a concentration in Crime and Delinquency Analysis and she is a nationally credentialed Victim Advocate with the National Organization for Victim Assistance (NOVA) with designation as an Advanced Comprehensive Victim Intervention Specialist.  Additionally, Beth has been trained to provide expert witness testimony in cases of sexual assault.

Shawn Bookhammer

Director of Nursing, CRNP at J.C. Blair Memorial Hospital

Shawn is responsible for nursing, physical therapy, pharmacy and anesthesia. Shawn is also the director of the hospitalist and a hospitalist CRNP. Shawn obtained his Bachelor of Nursing in 1999 from Edinboro University and my MSN in Family Nurse Practitioner from Penn State in 2008.

Kathy Buckley

Council of State Governments Contractor

Kathy Buckley has been in the victim service field for over 25years.  She began her career providing direct services, court accompaniment and crisis counselling to victims of sexual assault and other serious crimes at Women In Need/Victim Services in Franklin and Fulton Counties. Soon thereafter, Kathy worked as the Director of Victim Services at the Office of the Victim Advocate (OVA) for over fourteen years where she was responsible for the statewide program of post sentencing victim notification and services in the Department of Corrections.  In addition Kathy oversaw the OVA Dialogue Program for Victims of Violent Crime and the Impact of Crime Class Program and assisted with the development and implementation of the Address Confidentiality Program. Currently, Kathy is the Victim Services Program Manager in the Office of Victim Services at PCCD where she oversees the distribution of approximately $100 million dollars in state and federal funding to victim service programs.

Paula A. Bussard

Chief Strategy Officer (Ret.), The Hospital and Healthsystem Association of Pennsylvania

Paula A. Bussard serves as chief strategy officer for The Hospital & Healthsystem Association of Pennsylvania known as HAP.  HAP is a membership organization representing nearly 240 hospitals and health systems across the commonwealth. As chief strategy officer Ms. Bussard works with HAP’s senior team to create advocacy strategies and initiatives that are of high priority to Pennsylvania’s hospitals and health systems. This includes collaborating with other health care organization managing various policy legislative and regulatory initiatives at the state and federal level as well as other strategic approaches to improving health care in the commonwealth.

Ms. Bussard has been at HAP for 30 years.  Prior to that she worked at Carlisle Hospital with responsibility for planning marketing and public relations. Ms. Bussard received her Master’s Degree in Health Services Administration from the University of Michigan School of Public Health and her Bachelor’s Degree in Sociology from the University of Rhode Island. Ms. Bussard lives in the Carlisle area and has served as an elected member of the Carlisle Area School District board of directors since December 2007.

Lisa Davis

SAFE-T Center Rural Site Outreach Advisor; Director, Pennsylvania Office of Rural Health, Penn State University

Lisa Davis is the Director of the Pennsylvania Office of Rural Health where she is responsible for the overall direction and leadership of the state office of rural health, including ensuring that the office meets its mission of being a source of networking, coordination, and technical assistance to organizations focused on rural health care delivery; developing and sustaining linkages with state and national partners; and seeking ways to expand the office’s role in enhancing the health status of rural Pennsylvanians.  On the national, state, and university levels, Davis serves on a wide range of boards of directors, advisory committees, and task forces focused on rural health policy, rural health research, economic development, outreach and education, and vulnerable populations and specific health issues such as oral health and women’s health. She holds a graduate degree in Health Administration from Penn State.

Stephanie Delaney

Lieutenant, Penn State University Police and Public Safety

Stephanie Delaney is a fifteen-year officer with the Penn State University Police Department. Stephanie is currently serving as a Lieutenant at University Park. The past four years held the position of Lieutenant of Criminal Investigations Unit managing a comprehensive case load. Prior to holding rank, Stephanie served as the Victim Resource Officer where she spent five years specializing in domestic violence, sexual assaults, and stalking cases. During her career path, the development of partnerships within the University setting has played a vital role in not only addressing issues of sexual violence on the campus but also by supporting victims. Serving on various committees such as Coalition Against Rape and Sexual Violence, Centre County Domestic Task Force, and other review committee provides for various perspectives, experiences, and collaboration. Stephanie earned her Bachelor of Science in Criminology from Penn State University.

Terri L. Hamrick

Terri L. Hamrick Terri Hamrick joined Survivors, Inc. in October 2006 as the President and CEO, and has worked in the nonprofit realm in different capacities for over 20 years, but all have had interpersonal violence as a primary challenge of those she served. Terri was an active member of the board of the Pennsylvania Coalition Against Rape as the Chair of Standards Committee, is a co-chair of the Healthy Adams County Domestic Violence Task Force and STOP Grant Committee and is a member of the Adams County Human Trafficking Response Team as well as a member of the larger Statewide Team.  Terri is the Vice Chair of the Board of Family Health Council of Central Pennsylvania, and is the Chair of Philanthropy for the Rotary Club of Gettysburg as well as is a member of the Executive Committee of Children of Hoarders, Inc.  In addition to working with those impacted by sexual assault, stalking, domestic violence, dating violence and human trafficking, Terri has worked with adjudicated/delinquent children and worked with those impacted by HIV disease. Terri was first trained the Sexual Assault field in 1989 and began working in Domestic Violence in 1990. A West Virginia native, Terri has a bachelor’s degree in Psychology from Marshall University in Huntington, West Virginia and a master’s degree in Nonprofit Management from Regis University in Denver, Colorado. Terri relocated to Pennsylvania in June of 1999 and has since made South Central Pennsylvania her home. She is directly supervised by two cats and is an avid long distance runner.

Kevin Harter

Deep board level experience including Chairman and committee leadership at private and regulated firms. Entrepreneurship and private equity lecturer. Volunteer for several technology, economic development and education-related initiatives.

Michelle Henry

First Deputy Attorney General in the Office of Pennsylvania Attorney General

Michelle Henry is the First Deputy Attorney General for the Pennsylvania Office of Attorney General and is responsible for overseeing all legal, criminal and civil matters for the Office of Attorney General.

Prior to her appointment at the Office of Attorney General, Henry served as the First Assistant District Attorney of Bucks County District Attorney’s Office. She was appointed Bucks County District Attorney in 2008 and served in the position for nearly two years.

Over the course of her 20 years as a prosecutor, she has prosecuted murderers, rapists, armed robbers, drug dealers and child abusers. Henry received her undergraduate degree from Allegheny College in Meadville, PA, and received her law degree from Widener University School of Law in Harrisburg, PA.

 

Alicia Kozakiewicz

Alicia Kozakiewicz is an internationally-acclaimed and highly sought-after motivational speaker, author, and actress who has inspired millions through her powerful on-screen and in-person appearances. Passionate and straight-from-the-heart, Alicia motivates her audiences to transcend life’s struggles, pursue their passions, and discover their purpose. Alicia’s own life story exemplifies the strength of the human spirit’s ability to overcome adversity and to deny defeat.  At the age 13, Alicia became the victim of an Internet luring and was abducted to another state where she was held captive. Following her rescue, she has devoted her life to raising awareness of missing persons and protecting children against predatory crime. Alicia has received a Jefferson Award and the Courage Award from the National Center for Missing and Exploited Children. She has been engaged by the FBI to train the National Academy. She is also an Airline Ambassadors International representative and Human Trafficking Awareness Trainer. She has graduated with her M.A. in Forensic Psychology. Her focus is to not only assist in the recovery of the missing, but also to support those children, and their families, who have been affected by abduction and sexual exploitation.

Kevin Lehman

Detective (Ret.), Richland Township Police Department

Kevin Lehman has been a police officer from 1976 to present. He attended the Pennsylvania State Police Academy and has an Associate Degree from Mount Aloysius College. After serving as a patrol officer was promoted to Detective then Detective Supervisor Polygraph examiner for 12 years.

Former Field Supervisor of the Cambria Co Drug Task Force. Served on the Attorney Generals Drug Task Force Advisory Board. Served on the Cambria Co. SERT Team as a Hostage Negotiator and a Sniper since 1999. Adjunct Professor at Mount Aloysius instruction on “Interview and interrogation”. Founding member of the Cambria County Sexual Assault team. A Member of the Pennsylvania, Child Advocacy Center Committee.

Nina Lindemuth

Lindsey Mauldin

Director of the Office of Social Programs at the PA Department of Human Services

Lindsey Mauldin is the Director of the Office of Social Programs at the PA Department of Human Services. In this role, she serves as the State Administrator for the funding that the PCAR and PCADV receive from DHS; and is also the DHS designee to the Victim Services Advisory Council (VSAC) under the Pennsylvania Commission on Crime and Delinquency (PCCD). She is committed to ensuring that victims of sexual assault receive the services they need and deserve; and is excited to join the Advisory Board for the SAFE-T project. Lindsey lives in Carlisle, PA with her husband, their two small children, and an assortment of pets.

Matthew Romania

Director of Nursing at UPMC Susquehanna Soldiers + Sailors Memorial Hospital

Matt Romania is the Director of Nursing of Soldiers + Sailors Memorial Hospital, an affiliate hospital of UPMC Susquehanna. Soldiers + Sailors Memorial Hospital and its affiliates are a multi-level integrated health and human services system which serves over 50,000 people in rural north central Pennsylvania. His former roles as Director of Nursing and Quality at a community hospital in western Pennsylvania and the role of the Director of Managed Care and Physician Quality community hospital in Central Pennsylvania help to guide his current work navigating the ever-changing environment of healthcare and help him identify emerging trends, engage in critical policy issues, and institute proven practices. In addition to his experience in acute care Matt has served as adjunct faculty to nursing and health sciences programs in several institutions of higher education.

In 1996 Matt graduated from the Pennsylvania College of Technology, Williamsport, Pennsylvania. His Bachelor of Science in Nursing was earned at Pennsylvania College of Technology, Williamsport, Pennsylvania in 2000. It was at the Pennsylvania State University, State College, Pennsylvania he received his Nursing Management Certificate in 2002.

Matt serves on three nursing school advisory councils providing insight to nursing educators on the education needs of future healthcare professionals. He sits as an advisor to several community-based advocacy groups that deal with the opiate crisis, women’s and children’s advocacy and health promotion in rural communities.

Babs Sheaffer

Medical Advocacy Coordinator, pennsylvania Coalition Against Rape

Barbara Sheaffer is the Medical Advocacy Coordinator for the Pennsylvania Coalition Against Rape. In this position, she provides technical assistance and training to advocates and other professionals on issues related to sexual assault in the healthcare setting. Previously, Ms. Sheaffer worked in Continuing Medical Education at The Reading Hospital and Medical Center, Reading, PA. She has over 25 years of experience in the fields of sexual assault and domestic violence, including her work at crisis centers in both Reading and Lancaster, PA and Arlington, VA. Ms. Sheaffer holds a Bachelor of Arts in History and a minor in Anthropology from Shippensburg University, Shippensburg, PA; and a Master of Arts in Women’s Studies with a discipline in Sociology from The George Washington University, Washington, DC..

Candy Sonnenberg

Candy Sonnenberg has been an RN for 24 years, 20 in the Emergency Room.  She became a SANE/SAFE nurse last year to help fulfill a need in her hospital and community. Aside from nursing, Candy is a wife, mom and school board director.

Lindsay Vaughan

Executive Director, Pennsylvania District Attorney’s Association

Until recently, Lindsay was with the Pennsylvania Commission on Crime and Delinquency as a Policy Manager. In this role, Lindsay works on various policy projects throughout the agency including work with the Children’s Advocacy Center Advisory Committee and Multidisciplinary Team Subcommittee. Prior to joining PCCD, Lindsay was a Deputy District Attorney in Bucks County, Pennsylvania for seven years. Lindsay served as chief of the Special Victims’ Division, prosecuting primarily sexual assault and child abuse cases.

Beth Zakutney

Sexual Violence Prevention Program, PA Department of Health

Beth Zakutney has served as the Sexual Violence Prevention and Education Program Administrator for the Department of Health since March 2007. Beth is responsible for administering federal funding to the Pennsylvania Coalition Against Rape (PCAR) for sexual violence prevention services across the commonwealth. In addition, Beth has been responsible for ensuring that the minimum standard requirements for sexual assault evidence collection in Pennsylvania are reviewed and updated at least every three years. Beth coordinates efforts of the Sexual Assault Evidence Collection Committee (SAEC), in order to finalize updates to the minimum standard requirements by October 1st of that three-year period. Beth was previously employed as a vocational rehabilitation counselor for 10 years, prior to coming to the Department of Health. Beth earned her Bachelor’s Degree in Rehabilitation Counseling from Penn State.
